$400 Cancellation Fee After Phone and Internet Not Provided

After subscribing to Verizon for a bundle deal with cable, phone, and internet, they could not provide the phone/internet due to wiring problems. So now DirecTV is charging me a $400.00 contract cancellation fee!

If they are going to work in partnership with other companies, they should honor no-fee cancellations if the other services are not provided!
