Cancellation - DirecTv Company itself

After subscribing to Verizon for a bundle deal with cable, phone, internet they couldn't provide the ph/internet due to wiring problems. So now direct tv is charging me a cancellation of contract fee of $400.00!!
If they are going to work in partnerships with other companies they should honor no fee cancellations if the other services aren't provided!!!
