Denial of service

I live at 1929 michigan in lincoln park. I was staying with my brother nick towne here for a few months. He had service on in his name and ran up a high bill with dte. I was not responsible to pay on this bill all i was responsible for was the cable and half the rent. I was not aware that he wasnt paying on this debt. He recently moved out and the house was turned over to me, the landlord wrote up a new lease in my name solely. I called dte to have service turned on in my name and they are refusing to put it on in my name saying that i am responsible for my brothers entire bill. I do not have any bill with dte, my balance is zero, so how can they make me responsible for someone elses outstanding balance? I faxed them proff of the new lease along with a copy of my id and a copy of another bill in my name here, now i do not have any heat or electricity in my home and i have a 12 year old son living here at the house. I even offered to pay a deposit and they said no. What can i do to get this on in my name. My brother is even wiling to sign a letter taking full responsiblity for this old bill, how can they do this to me when i am not my brother and have different social security numbers... Please help me, i am being denied my rights. Thank you for your time on this matte
