False billing

I own a property in Buffalo NY that I sold under a land contract three years ago. When the buyers filed the deed they had an $11,000 water bill to pay before filing. They were unable to pay so Veolia placed a lien on my property. This is not my bill, not in my name ever. How did they allow the tenants to accumulate such a bill? Why did they not contact me the owner of the property telling me that they placed a Lien on MY property? Due to this bill the new owners left the property without informing me that they could not file the deed. Three years later the house has fallen into disrepair and now is in violation. The city of Buffalo wants it torn down or fixed. I would like to fix the violations and/or give the property away. I am unable to do this due to the $11,000 lien from the water company. Veolia is unwilling to work with us on this matter. It will cost 10 - $30,000 to tear down. Or I can get a mortgage for much less and restore the home for sale or rent. I have several people that will be glad to take the property as is and restore the property. They will not touch it with an $11,000 water bill lien on the property. I still own this house and the only option I have is to tear it down thanks to the water company. When I don't pay a bill I am turned off and not turned on again until I pay the bill and a deposit. How did Veoilia allow this bill to get so high? Why was I not informed if I am the person that is responsible for payment? Why am I responsible for the payment of someone elses bill. If they stop paying for their car and I going to be responsible for that too? I need this bill removed so that I can do something with my property. They will not get their money if the house is torn down and I am not paying this bill. They should go after the people who had their service. I do not have their service or have ever had their service. I don't even live in Buffalo.
