Rip-Off

For over a year, my father have been having problems with his roof leaking, sinks growing mold, and other repair issuses. My dad's garage burnt down and it left him without electricity for about 3 weeks. He's on Social Security, doesn't speak english, and old. It was not safe for him to live there like that so, he went to stay with my brother until JD Home fixed the problem. I made JD Home sign a agreement that they'll fix the place up or my father will with-hold rent. (see Green vs. Superior Court, 10 CAL. 3d. 616 1974) Under California Civil Code 1941.1, JD Home is responsible for keeping my father's duplex inhabitable. They didn't of course, instead they locked my father out and changed the locks on him, they they billed him for 3 month of rent; when he was only there for 1 month. The lock out was on 10/15/08, but he was billed up to 11/16/08. We have reported JD Homes to numerous agency like BBB, fair housing, US department of housing, etcs. At this point nothing has happened since I reported them.
