Floors not put down correctly

Owner Sid Rome came out to my house with builder representative from Sunrise Construction & Development Corp. I was told by him that his company and Sunrise is not responsible for bad flooring job. Ceramic tile is bucking up and coming up. Tile was never put down correctly. Tile looks brand new from back, no mortar stuck to back at all. Tiles are coming up just by hand. When you tap on other tiles, they sound hollow while very few sound soild. I was told this happens because of flooring becoming hot then cold (weather changes). The Mortar is still swirled, nothing stuck to it. Looks like floor mortar was dried before tile was placed down. I lived in St. Bernard Parish for thirty years and had ceramic tile in my kitchen. Ceramic tile went through Katrina's 12 feet of water and Rita's 6 feet of water and still looks good today. That is the only thing in my house that looks good. So Sid's explanation does not make any sense to us.
