Service has not be rendered

I have made serveral calls to the company and I have talked with several customer service reps or dispatchers for Instance I talked to: Carlos, Betty, George, Andre, and Steven. Each one of the reps assured me that someone would be out to take care of the minor repair. I have waited several times and there's "NO SHOW UP" from the workers. I also called numerous time asking for the manager, but it seems everytime I call, he's not in the office and this has been a problem for several months. I received several monthly statements and I have not made any payment because the matter has not been resolved and my service has not been rendered.
