Is this fraud?

Nine days ago, I took two problematic lawnmowers in to Alexander Hardware for an ESTIMATE on what it would take to get them fixed. At the time I took them in, I was assured that no repairs would be made over "ten or fifteen dollars." Three days later, I called to check on them. I was told that they hadn't been looked at yet, and was again assured that I would get a call when they had an estimate. One the ninth day, I did get a called from Alexander Hardware, now telling me what my bill was for the repair, which they had already done. Over one hundred dollars. I asked what happened to the estimate, and was told that they simply didn't "do estimates." So, is this a fradulent business practice? Ya'll tell me, but I won't be dealing with this place again, unless I let a lawyer handle it.
