Sold me a car involved in an accident and misrepresented mileage on Vehicle, Jackson Heights

Back in August 20th, I purchased a Certified Pre-owned 2006 Volkswagen Passat from Koeppel Volkswagen (name listed on sales receipt); the vehicle was sold to me for $26,760.00 of which I put $7,561.00 down from my trade-in, which brought my financed amount down to $19,343.26. Being that the economy is the way it is, I decided to downgrade on my vehicle and instead of having a six-cylinder car, I wanted to get into a four - cylinder. I went to a dealership to try to get into the other vehicle, the dealer asked me for my registration, printed a "CAR FAX" report, appraised the car and told me the most they could offer to me was $13,700 for the trade-in because the CAR FAX report showed the vehicle was involved in an accident exactly ten days before I purchased it, on august 10. I did not know of this issue until the day I went to the dealership to trade-in the vehicle. When I first purchased the vehicle, Koeppel showed me a CAR FAX of the vehicle and the CAR FAX stated that the vehicle was clean. Also, recently I was looking at the vehicle's "Retail Certificate of Sale" and it states that the vehicle was sold to me with 5,123 miles when it actually read 5,568 miles on the odometer when I drove it off their lot the day I purchased it. On the CAR FAX report it shows that an inspection was done on the vehicle on August 07 and the mileage reported was 5,375 miles. I went to NADA.com to look-up exactly how much my vehicle was worth on a trade-in in good condition.in a rough trade-in my vehicle is worth $19,475, average trade-in is $21,075, clean trade-in is $22,375, and clean retail is $25,675. If I paid all this money for this vehicle, why should I be the victim that takes the hit on the loss of money and the crook dealership is the one laughing at me for ripping me off? I did take action, I went to the dealership to try to negotiate a solution to this problem, and all they wanted to offer me was $17,100 for the car instead of the $13,700 the other dealership was offering me. I said no thanks because I feel I was taken advantage of, had a vehicle sold to me under false pretences, was mislead on the odometer reading which is illegal and "failing to tell the truth about the mileage may result in fines and/or imprisonment" as stated on the "Retail Certificate of Sale" they provided me. I hope this gets to someone that can help me get back what I've lost and make a bad name/teach a lesson to those dealerships who use and abuse customers who are mislead and used for the sake of making a buck.
