I purchased a set of shocks on line and they sent me three new ones along with a used one that was junked

I had purchased a set of ac delco shocks from Autopartsgiant who sent me the shocks from emart inc. Three of them were new and one was junk, used. I tried to talk to the customer service but they said they would not absorb the shipping cost for the mistake and further told me that I would have to send the junk shock back at my own expense also. I tried to contact the managers and could not get in touch with any of them. My e-mails were returned because their e-mail address is incorrect. I think the ethical question is that these companies should be policed and the consumers should be the ones who could correct things by bringing a class action lawsuit against them. Thank you. Chris
