Bogus debt collection

I received two debt collection notices from this company on the same name. Two different accounts for Juno service which I never have signed-up for or have used. The collection was for the same amount - $14.90. I called the toll free number and got a recording asking me to pay with a credit card. No one to talk to or explain that this is not a legit debt.
