Who, what, or where is this company? They ripped me off of $39.95

Can someone help find these people? They are ripping people off, I checked my account just like I do every day and just seen a charge for $39.95 on my card. I just found it about 5 min's ago and plan on calling my bank to find out more infomation if I can. I have had several so called company's charge my account, I have went through the new card thing about 4 times already and it keeps happening to me. I have changed my passwords and still they get me. We need help to stop the people from ripping others off. Help!
