Unauthorized billing on phone bill of voicemail and long distance service

I just found a fee I was being charged on my phone bill of $8.73 and called Verizon. They gave me an 800 # (1-800-736-7500). I called it and was told I signed up for this online and it was long distance service even though the description on my bill said voicemail services. I told them I NEVER signed up for this and I wanted a full refund. She said she could only refund me $24.99 and that I would have one more bill with this fee on it. I will have to wait to see and make sure I get removed and refunded but I am SO MAD. I went back through my statements and it has beem on my bill for over a year. I am mad at myself for not noticing this sooner but I trusted VERIZON with my bill and assumed they protected me from SCAMS but I guess NOT!!! I have given these people over hundred dollars for NOTHING. Please be careful and look over your bill. Don't make my mistake and throw good money away!
