Charges for voicemail service never ordered Syracuse

On 9/10 there was a new service fee on my Verizon phone bill ($13.34).
I called the phone company and they told me I had to contact Integretel.
Integretel told me they were only a billing agent for "Residential Voicemail" and I had to contact them about the service.
Residential Voicemail told me the account had to be cancelled through my phone service provider.
By-the-way, I've used an answering machine for 40 years and have no need of voicemail service
After 3 months of NO results I cancelled my Verizon phone service and "Moved on." I did not pay the Integretell fees and have just recieved another "Bill Collector" notice from Verizon (this is the third bill collection agency they have used - I presume the other two agencies realized this is some type of scam and backe-out of the collection).
So, how long is it going to take to get the FCC or our elected people to do something about this SCAM?
