"Cheating" Landlord Ripoff

Koehler was one of my landlords. While "landscaping" at my unit he 'borrowed' a yard tool of mine without permission. He broke it and then tried hiding it in the garage ~ which wasn't part of unit yet he says he wasn't hiding it!?! After I confronted him he said he'd repay me. After 2 yrs. He hadn't and I asked about it again - he still said he had every intention of paying. Another 6 months? You guessed it - no payment.

Also while I lived at his rental property it was a duplex - but the back unit was nothing. He totally remodeled the unit using my water, gas and electrical. I was never compansated for those either.
