Purchase Dell P3 Notebook PC in full 1 month ago have not recieved Ripoff

We received what appered to be a legitmate sweepstakes with some vouchers for a few selected items we could purchase, we sent in the initial down payment of $25.00 and then follow up with payment in full 3 days later, we have not recevied any PC of have been advised of when it would be ship to us. Now i am reading that we could be charged a shipping and receieving charge via COD. WHAT TO DO? We have already paid $448.46 for this laptop.
