Hoover bid a job at a very good price, had office, contract, and good stories about his business.

As stated in the contract he was paid the 1st installment. He then rented a bobcat to sit on the property and ordered the block.

Time for the 2nd installment, he got a guy to lay the block. At this time we did not know how he worked.

Now time for the big money he needed to pruchase the building & we paid that. We waited and waited nothing.

We are talking 40,000 and all we have is a couple rows of block. He said it was to cold to work. OK now time to check things out.

He never paid the block layer, lumber store, rental on bobcat, or for the sand. Not looking good, so we tried to look him up on the Iowa court sight. He has a long background of court cases and was even in jail.

Scammed yep by now people were coming up to us and telling us about him and his long history of getting money for doing nothing.

Even his help said when they didn't get paid they helped them selves to his tool for payment. Crooks hire crooks.

We got a lawyer only to find out we got a judgment for our money. And it is a slim chance to get our money. We had sold our house to pay for the rental storage units he was to build. I guess you could say we sold our house and gave him the money (not fair)

Just because a contractor is bonded by the city doesn't mean he will be honest. Any one can get a bond. We need to crack down on this too! The city should not issue one to a con man / scammer that has small claims cases against him, and jail time
