Received Billing Statement for Credit Card Never Applied For or Activated

I received a card offer with credit card attached, a Real Credit card with my name on it, only they have an incorrect last name of mine. I have been married for years and have not used the last name they have since.

The offer states to do nothing if I do not wish to activate, so I did nothing, tore the card and disposed of it. A week later I received a billing statement from this credit card company. I did call the number on statement, they said the only thing i could do is close the account, i told them i never activated it and they wouldn't agree with me, they didn't have a dispute dept. That i could access by phone.

Basically they say I owe this bill with their finance charge and enroll fee on it, no purchases on it of course because i never activated card in first place. I am just amazed that a company could knowingly be so criminal.

And I thought I was doing the right thing by not activating the card, which i never applied for in the first place! These people need to be Stopped!!! I would welcome any help in this matter, i have reported them to my state's Attny. General and to the FTC. I hope that they will help me, wondering if i need to do more...
