Just moved to Pall Mall, TN and this is how I was treated by the lady over the water department

I went today to get my water turned on, I moved in to my house a couple days ago. The Lady in the office was very nice, I told her to have them to take off the lock but not to turn it on due to the fact my water heater wasn't hooked up and it would flood my house. I had to go get supplies to finish up the water heater, once we returned my brother in law installed the water heater and went to check to see if they were up here to remove the lock. The lock was gone so he got the tools to turn the water on. About an hour goes by and the man and woman came up here to turn it on and I told them that the lock was removed so he went ahead and turned on the water. We assumed they had been here and done it while we ran to Jamestown to get the parts for the water heater. Well turns out they didn't, someone had removed it before I moved in. I explained to her that we thought they had done it since I had just been up there a few hours earlier to have it turned on and just asked for the lock to be removed. That Lady starts going off on me. Told me I will be billed for the lock on my first bill, I told her I just moved in and I did not take it off, she says, well someone has to pay for it or I can just go now and get another lock and put on it and turn your water off. I was so shocked I was being treated this way, then told me they are very strict on the billing, if it wasn't paid in 20 days from billing date it would be shut off with a lock put on, I informed her I always pay my bills on time and that I just moved from town so I was use to paying double for water, like $50 and $60 bills cause I was in city limits, so this bill shouldn't be any problem whatsoever to pay, she said our water costs more down here cause we have to buy our water from Byrdstown so don't think its gunna be that much cheaper than Jamestown... This lady, L. Peirce, talked to be like I was a piece of shit, looked at me like I was garbage and treated me as if I was a low life that didn't pay my bills. I have never been treated like that in my life by someone who is suppose to be professional. I mean I'm a new customer and she is gunna make me pay for when someone did before I moved in. And probably try and make me pay for the water they used as well. I'm trying to find out who is over her so I can let them know how new customers are being treated. I mean what could I have said, I need water otherwise I woulda told her go get her lock and give my deposit back. If anyone know who I need to contact about this complaint let me know. There was more rude comments made by her I'm just making a long story short. That Peirce Lady was very rude and extremely unprofessional.
