Unfair water usage billing

I inherited a house eighteen months ago. My mother -in -law lived there until 3 years ago. The house has not been lived in since my husband passed away, shortly after his mother.in July of I pd the water bill in full. Last winter, in Dec., the water meter in the basement froze. I called the water dept and told them water was gushing into my basement. They said they would turn it off and I did not have to be there because I live 50 miles away. I went back up there a few days later and, to my horror, it was still gushing water. I called and they said it was turned off and I said no it wasn"t. We Did this 2 more times until someone there figured out their shut off valve out in the drive was not working. Since no one lived there I did not pursue having it fixed. The problem is now, 9 mo. Later, I need to turn the water on to sell the house and have it inspected. I called to get the bill and she was so rude and not willing to understand I could not have owed until now because they turned it off knowing they would have to come back and replace the meter before I could turn it on, She said I owed until now 450.00 for service charges for just having the water on until now, even though they knew they had to come back and fix it before it could be on. The lady at the water dept was so unwilling to understand I should not owe a penny after they turned it off. My problem is now she has put in a ticket to billing but she said they will say the same thing and I might have to wait at least a week and I have a buyer now, not later. How can I make them make a fair adjustment? I offered reluctantly to pay half but no she wants it all before they will come and fix their mess.
