Cell phone usage and following too close at maximum speed limit

Driver followed within 10ft of my car traveling 60 miles an hour on Highway 94 in rush hour traffic. Driver was using his cell phone in a texting, internet or camera mode pointing it at my car while following for several miles. Safety Manager for First Student in St Charles, Missouri Office supported the use of cell phones for his drivers as one would use a watch. I was told to understand that in most cases these drivers had good jobs but now have to driver a bus for a living. Really... All I can say is I am glad my daughter doesn't ride a bus to school.
