Why the surcharge?

I eventually treated myself to a Kindle, after saving up to buy one. As a pensioner it wasn't an easy decision to make. I now find that residents of South Africa pay a surcharge of $2 on each e-book. To us, that equates to R20, and is a significant difference to the price of a book.
I have now found that Kobo books are much cheaper, and have been buying from them - and loading them onto my Tablet. I far prefer reading from my Kindle, but don't understand why there should be a surcharge on a downloadable item. Could someone please explain that to me, as I have found that other friends have exactly the same problem?
