Charging late fee even though on auto pay - Monthly service charge unauthorized

Signed up for auto pay back in April and made a cc payment after being told it would not kick in for 30 days. But got a disconnect notice in Sept. Called again and was told that I had to go online and set-up the auto pay myself. That it could not be done by calling in (even though they had taken the bank info and had it it record) I was told I had to bring the account current before I could sign up. Gave them permission to run the Card thru and signed up. BUT now I have found out that they did not bring my account up current so each bill since they have been charging me a 3.00 late fee. The reason is an outstanding amount of 57.00 owed from Sept. They will not reverse the charges because they didn't charge me for reinstating my service back in Sept. I was told you only get 1 fee reverse during the life time of service. I wasn't asking for a refund but to use the overcharge to balance the account to zero-the over payment they could keep. They said no-asked to speak to a manager and was hung up on. Oh the amount is only 57.00 for the missed bill. But the over charge of 3.00 for 2 years is 72.00...
