No way to contact support about non-paying buyer

I have tried and tried to get assistance from ebay for an item I "sold" to a fraudulent buyer who refuses to pay for the item. They need to allow their customers some way to actually contact them instead of putting them into a non-ending cycle of cyber-hell!
