Gas Service Activation

I asked Washington gas to open a new account for Gas in my Virginia House (I don't live in that house and am in NJ).
The installer 'Franklin" called me at 12 Noon and gave me 20 minute window to reach there to activate gas service. I asked my friend to reach there and he reached there 5 minutes late.

On my repeated request the Washington Gas Person 'Franklin' didn't wait for five minutes and left without activating the service.

I know the rule says that some one need to be there at house between 9:00 AM to 5:00 PM (which itself is ridiculous in this age of phone and internet).
But can't this person has a Courtesy to wait for Just Five More Minutes.

In this Cold Weather the house is without GAS.
