3 Years for an unabridged birth certificate

3 Years ago, I applied for my son's un abridged birth certificate as you need it to send your child to school these days. My son is now in Grade 3 and the school is threatening to kick my son out if i do not supply this certificate. I re-applied for a new certificate and was told untill the old query as been solved i can not get a new un-abridged certificate. How in heavens name after 3 years will i get that solved now. I also moved from Cape Town to Johannesburg and am told that once solved i will have to go to Cape town to collect the certificate... This is unacceptable.
