No product - No refund

On Sept. 2, I bought type Pools Etc., Inc. Via EBay product #170299716388 Saunacore KW6 sweat heater. Cost was remitted the exact same time via PayPal. Estimated shipping was Sept. 17 - Sept. 24. After not getting the product, towards the finish of Sept I named Pools Etc. And spoke with Shawn regarding shipping of the product. He explained it'dnot delivered however, but was planned to-go out inside the week. Again, it was not obtained and when again I named. This continued before to begin December, where moment I terminated the purchase using a phone conversation with Shawn. He mentioned I'd be getting a return via PayPal. Once more, it was not obtained. I called again on Nov. 19 and was informed I'd be returned that evening. It was not. I called numerous occasions to get a return next. On Dec. 1, Shawn again explained he have been performing the PayPal reimbursement incorrect and he'd upgrade it that evening. Nothing happened. On Dec. 11 I named and informed Shawn I do want to miss PayPal and also have him deliver me a check via Priority Mail. He decided and stated it'd be delivered 12/14. After not getting it by 12/18, I named again and he explained it went via US Postal Service on 12/16.By Jan. 4, it never came.in those days I advised Shawn I want a check # and airbill # by Jan. 5 or I'd change my state in to the appropriate authorities. I named Shawn each morning and he explained he'd contact me back later within the evening using the info. He did not contact, and so I named him. He'd contain it in 1 1/2 hours. He never named. I think I Have been had.
