Supervisor Annette McCloud Interrupt service for unpaid service restoral fee, will be charged another restoral fee

Ok, so I had a past due bill that I could not pay because my husband just returned to work, and money is tight because of the added daycare expense for two children. My internet service was interrupted by AT&T. When I was able to, I got the service restored, and was charged a $30 service restoral fee on my next bill. With money still being tight, I paid the balance minus the restoral fee.in my experience, institutions cannot legally punish an individual for not paying a fee charged by them by charging another one on top of it. Anyway, my service has now been interrupted again, for the $30 balance, and I was told once I make my payment, I will receive another $30 restoral fee. This doesn't seem right, or legal.
