Charged for nonexistent TV Cable

Being charged for cable TV that was disconnected in December. Have work order to prove this and e-mail from TW stating that I currently do not have a cable box but billing shows that they are billing me extra $22 for service. Currently only have Road Runner Internet service. Reps are argumentative and not willing to help, promised to have supervisor respond after 2 lengthy visits to office but no response.
