Won item on 1/23 and have yet to receive it. The shipping date keeps changing

I won a bid to buy item meaning you do not have to bid at all, you can just purchase to buy. I'm waiting for an 8GB Ipod shuffle (the long skinny one) not the new style. I paid $128 on 1/23 and still on 3/30 it has yet to arrive. The shipping dates leep changing. It currently says Processing on order and EST shipping date 4/22. I had bought this early for my soon to be 8 yr old's nephew bday which is 4 days the now EST shipping date. I called to find out what the deal is with shipping and spoke to a woman who profusely apologized stating that the shipping dept is really backed up but could not tell me when I would receive my item. I called this number 1-888-989-2833 but when I called 3 days ago, it says it is temporarily out of service. The 800 number is just a recording where you cannot leave any messages. The woman gave me 30 credits I guess to shut me up but I need a refund or I wouild take the item but at this point, I see it as futile.
