Charges For 1 Day Shipping And Doesn't Deliver! Internet

I ordered a gift from Target.com (admitedly late) and selected $19.95 for 1 Day shipping. I placed the order on 6/9. Today is 6/12 and still no delivery. My card was charged and I was charged tax on not only the item, but the shipping charge! When I called to find out why I haven't received the item after paying to have it within 2 days, the "customer service" agent on the phone gave me a song and dance about order processing, etc.
She then told me it may be delivered on 6/14? 5 days later? Are they allowed to get away with this? The item was available, not back ordered or anything and yet THEY couldn't deliver as scheduled. Should I have to pay for a service I didn't receive??
