Continues to OVERCHARGE, not giving me the "promo rate"

Signed up in Nov. 2011 for a promo rate of $19.95/mo for HSI from AT&T. They have continually charged me $45.00/mo. When I call, they agree and promise to post an "adjustment" that can take as long as "90 days" to appear". I call and check at 30 days, and 60 days, and they agree the adjustment is still listed and will "post soon". I call at 90 days, and no one knows where the "adjustment" went, and promise to post another "adjustment" that can take 90 days to post. Until then I have to pay the "overcharges" or risk being turned over to collection agency. My bill stands at $100.00 they want paid ASAP, but they agree I have a $150.00 "adjustment" coming my way. How absolutely crazy and insane. Their customer service is beyond poor, they are downright rude! I have spent 1-2 hours each month since Novemeber 2010 attempting to get this resolved, and the entire situation just gets more complicated and frustrating each month.
I ABSOLUTELY can't wait to quit AT&T, but don't dare do so until the mess is figured out.
