EBay Vehicle Protection Program scam

I found a used Kubota tractor on trader.ca supposedly from the Calgary area being sold by a Mark Alexander. The deal seemed to good to be true with the item being near new condition and less than half fair market value. All communication was via email. I was suspect so in searching "Bay Vehicle Purchase Protection" I found this webpage outlining other similar scams.

This is a the email the seller sent:

It's in an exceptional shape. This is a very reliable vehicle that has never given me any problems. A great tractor that will not disappoint. I just moved to Montreal Quebec because my wife is from here and she wanted to be closer to his parents as they are old and very ill. Besides, there are lot of things which have priority now, so, this tractor has to go. We are expecting a baby in a few weeks and I really want to improve the old house we bought when we moved in time for the baby. The tractor is ready for the shipping in the shipping company warehouse. As you probably noticed, the price is $6,800 for you if you will buy it today or tomorrow. Due to the fact I am very busy with my work and I don't stay too much at home, the tractor is already to the shipping company and will be delivered from there very fast, shipping cost is included in price. The transaction will be made undere Bay Vehicle Purchase Protection for our safety.
