Refuses to pay contracted workers

I worked for FusionSquared.com for several months (from March until January). During this time I often had to nag my boss to pay my weekly salary. He always paid me eventually, but often not on our contracted schedule.
In January of he IMed me on Skype on day, near the end of the week and informed me that he no longer needed my services. I replied that was fine but that he owed me that week's pay and for a half of a week's previous pay. I was a part time virtual employee, so the pay was not all that substantial, and part of the owed money was commission as well. My boss agreed to pay me and then, well, he never did.
It is February now, I've been asking for the money owed to me for over 6 weeks. I have yet to receive my 1099, and had to resort to calling the IRS today for consultation. I live in Connecticut, so I cannot file a case against him in small claims court as the fee to fly out to California to do so outweigh the amount owed to me.
I do not recommend that anyone agree to be hired on as a contractor by FusionSquared.com as they will jerk you around and will not pay you for your services rendered. It is not worth the head ache, and is essentially a major rip off.
