Is a rip off

I have waited over two months now for my refund that was to only take 5-10 days. At first I was told that for some reason it did not go through. I was then told it did and once more to wait the 5-10 days. Still no refund. MY bank has even called to let them know that no such refund took place. My bank got that tired old line of " we will look in to it and will send them an email in 24 to 48 hrs" Guess what!? No such email was sent. They are trying to say that they refunded my money and they have not. The only email we have gotten from them is as follows.in it they state that there is noting they can do.

I have looked into the issue with your refunds and unfortunately I am unable to do anything further at this time. When we issue refunds, we do so by clicking on a button through the administration area of our website. Once we click this button the customer account is closed and there is no secondary option. Occasionally, once we process a refund they may be delayed. A refund generally take no more than 10 business days.
While I apologize that I personally cannot issue a refund since we only have limited option on our Administation area, I do however suggest you to call Secure Pay Center: 1-866-583-9791. There is nothing more that we can do on our end at this time.

Also yes I have called the pay center and I get told the same thing. Call the other company we cant help you. I did not do business with the pay center. I did business with Underground Cash Secret. They in turn paid the pay center to bill there services. If they are paying for a service and its not working why am I being told that I need to be the one to take up this issue with them?
