Rip-off Fraudulent charges to card. Promises to repay then doesn't

Several months ago I tried a pay service on the internet. It was a trial for a small fee but I used my credit card to set it up. I cancelled the service within the timeframe and was not charged again.
A few months later I recieved an pregenerated email from the the pay service "inviting me to come back" I opened the email and went to the website. I was instructed at sign up that the trial I had purchased before was no longer available. I used my browser to back out of the website without signing up.
A few days later I noted a charge for $49.99 and $1.95 from www.xbill.com on my creditcard statement.
I have sent several emails to this company. The first was returned stating that..." Dear Valued Customer,
Due to technical difficulties, we are unable to issue any refunds at this time. However, a refund will be issued to your account within the next 5 to 10 business days in the amount of $49.99. The refund will post to your account under the name www.xbillco.com. Please allow 15 to 20 business days for the refund to post to your account. We apologize for any inconvenience this may have caused.
If you have any questions regarding this matter please contact our 24 hour Customer Service Center at XXX-XXX-XXXX.
Your cancellation of further billing is confirmed."
I waited 25 business days before I emailed again asking for my refund. And was sent this...
"Dear Valued Customer,
We regret to inform you that due to complications beyond our control, we are unable to process your refund. We have cancelled your account to ensure that you will not be billed again.
As compensation, we are offering one month of free access. Please respond to this email requesting your free month if you choose to accept it.
We apologize for any inconvenience or financial hardship this may cause you."
They are ripping people off by doing this.
