Fraud. I paid for something by Paypal but did not receive download instructions

This website UHL is a fraud (advancetele.inc)
They are getting paid through PayPal, but I can't contact the seller.
Advanced Telecom is getting calls about this. The representative told me that his company is not the one who is sending out the Emails.
I suspect that this happened because I downloaded a trial version which I didn't keep.
