I bought a flash template, they refused to deliver it and they still charged my PayPal Account. I requested a full refund but I received none. A dispute has been filed by my with PayPal. Their excuse for not delivering is that my IP address did not match the region of my billing address. However, if fraud was their concern, they should not have billed my PayPal account.
