Overcharged for magazine subscription and won't give refund

I ordered five magazines via a special deal for $27 and was charged $83 on my debit card. I called the company (May 27) and they said I would be refunded the full amount with 5-6 days. I called again (June 12) and was told my account was stuck in some kind of loop or hold and I would again be refunded my money at the beginning of the following week, but still have not received the funds.
