Shipping fee not refunded on returned computer case

I purchased a new computer case online from Bestbuy.com and paid for shipping to me home. After assembling the other computer parts inside the case I found the case power supply to be bad & took it back to a local store with the receipt. They would only refund the amount of the case, not the shipping cost. They said this is the policy so I got ripped off for $10.00. After many calls & emails to Best Buy they would not authorize the shipping refund. Just one incident as this will cause a customer to shop elsewhere & I have spent plenty there in the past.
