Requested payment for software ordered then fobbed me off when payment was received Internet Online-based

I ordered a keygen and software from a company on a forum website, www.diggov.org and they explained that it would take 2-3 days to complete and when they contacted me again several days later they stated thet is was ready to be sent and that payment was due, when i quizzed them to provide proof they stated that they have a huge client based business and wouldnt be where they are today if they ripped people off and if that was the case then there website would not be still running as it would be deregistered and removed by legal means if they were a fraudulant company and so i made payment of $100.00USD, once they received payment i started to get the run around by them, stating they were having tech difficulties and will be rectified soon, this has gone on for 2 months now, and now they just dont reply to my emails at all
