Never delivered merchandise and won't issue refund

I ordered from this company but the merchandise was on backorder. They immediately charged my credit card. At each inquiry about the merchandise they said another 2-3 weeks before it would arrive. After 3 months, i asked they cancel the order and issue a refund. It has now been another 2 months and no refund.
