Bought item on e-bay and it was never delivered la jolla

Bought an item on e-bay and even though he advertised that a method of payment was visa he would not accept it and wanted a check.

Mailed the check and he never shipped the item and after many e-mails back and forth he sent a refund check but said not to cash it until he said to.

Since then he has not responded to any e-mails.
