Doesn't deliver merchandise, yet collects the money from their PayPal account. Ripoff

I ordered merchandise from this company/individual, and never received my product. It was ordered on June 2nd, and charged against my checking accound on the 4th. I paid through his Pay Pal account.

I have tried several times to contact this person through e-mail and by telephone, with no response. PayPal so far refuses to help me, as they say a claim has to be reported 45 days after purchase, and I reported it 46 days after the purchase. I wanted to give a fair chance for Mr Connell to respond before reporting him.

If I get no satisfaction from Pay Pal, I will probably fill out a rip off report for them also. Maybe they are in business together?
