I asked them to write a project. Their company sells this service.

The person there emailed me to ask for extra money in order to deliver an essay on time (in a weeks time). He got the money and when the 10 days went by without getting the project I asked for my money back. He told me he won't be giving the money back because delays are stated in their Terms of Service and are excusable (so, why pay more?).

A few days later he delivered a project to me that had nothing to do with what I asked for. It seemed like an old pre-written essay. After a small research on the internet I found the project he sold to me, online under a US college's website.

I asked for a refund through their Terms of Service stating the reason (I provided evidence that the essay didn't comment at all on the things I asked for). Note: I had only 24 hours (as stated in their TOS) to do this in which I acted.

He didn't reply to me for 9 days and when I told him I will be taking the matter further, he came back to me saying that refunding won't be given, because I didn't pay more in order to get a guarrantee on this project (?). Their TOS don't mention the specific reason for not giving back a refund.
