Saurabh Suman Sent money to complete project never started and kept my money, Internet

I found Candeotech - Saurabh Suman about one year ago on scriptlance: https://www.scriptlance.com/cgi-bin/freelancers/freelancers. Cgi? Viewprofile=candeo the company appeared to be very reputable, so I contacted him about a project that we were going to start. The project fell through and I managed to get his Skype account: candeo10

Over the course of the year he would ping me on a monthly basis using Skype asking if I had any work for him. I always told him no.in July I had a project that I did not have time to do, so I decide to give him a shot. He asked for 35% of the money to get the project started which was $490.00 I paid him the required funds and was promised something would be online within 2 weeks for me to see. During the course of the 2 weeks he would ask for additional information so I honestly thought the work was being done. A few days before the projects progress was to be viewed I sent him an email with no reply.
