Kon Angelopoulos Hired for custom web development, paid $950, didn't meet deadline, made long excuses, then disappeared, no refund

In November I hired a web developer in Australia to complete a website project for my company.

His name is Kon Angelopolous and owns a company called Angek Design. Kon agreed to the project and I was to pay him 3 milestones of $950 and the project would be completed within 6 weeks. So I sent him $950 to start. Months and months and months go by. He kept giving me excuses on where the project was and why the delays. He kept telling me that it'd be done
in a week. So I kept being patient and kept giving him another week. Eventually I completely lost contact with him in February. My emails would go unresponded to and he would not answer his phone. So I started reaching out to people (other developers) that I knew he was connected to and told them what he'd done. Eventually he responded and said that his father had cancer and blah blah blah and that instead of refunding my money he'd like to complete the project since he was 80% done with it.
