Debited my card for $62.26 for fast access service on phone line victim of hurricane Katrina. When there was no phone service available

I am a victim of hurricane Katrina. I had to evacuate to Shreveport, La. My residence in Gretna, LA. I had DSL service supplied by Bellsouth, phone number (504) 367-4148. While in Shreveport, La. I requested that my DSL service be transferred to the residence in Shreveport. I was told that I could. I went on to explain that my modem which I used for high speed connections were inoperable due to water damage.

I was told that was not a problem. I was told that I needed a new high speed modem. Ok, was my answer. Just minutes before I cancelled my phone services with bellsouth. I was told that I needed a credit card to do any further transactions.

I gave them my debit card number any we proceded with setting up my account in Shreveport, La. I was asked which phone number was to be used; my reply was (318) 286-9429. I was told that the person I was living with needed to verify that account and number. I gave the bellsouth associate my friends cell phone number while she put me on hold, she tried to call him but was unsuccessful in the attempt. She went ahead and opened the account anyway. I was debited $81.45 for the new modem and service. The associate gave me a new email address and temporary password. A new account was created at that time.

Number one, I did not request a new account. I asked for my services to be transferred.

I phoned bellsouth and spoke with an associate and she could not help me so, she referred me to a resolution specialist. The specialist told me that bellsouth could get my old email account back, which was a "LIE".

On September 17 I returned bellsouth's modem in the same package that UPS delivered it to me in Shreveport. I had problems getting my $81.45 put back into my account. My account was finally credited on September29.

I thought that problem was finally solved. On October 13 my account was debited again for $62.26 for fast access services. I was billed for two months of service and the phone line I used was not put back into service until midnight on October 11.

I have written and called bellsouth billing and had no results, furthermore when I tried to get fast access from AT&T Services I was told that bellsouth had a block on my phone lines, I have two phones. Bellsouth is in violation of Federal and State laws and I would really like to take action against bellsouth.

Is there anyone who can help me?

PS I am going to my bank today and try to stop bellsouth from debiting my account again before the billing date which I think is November 12.
