Fred Hess Aka Corban International
Ripoff Ebay Item Paid for but not received. San Diego

This is a very simple transaction that turned into a nightmare. I Bid on an item on e-bay and won (January 10), when it came time to pay for this item - the Seller Fred Hess (known on e-bay as the seekerofmovies) was no longer a registered to e-bay but when paying for the item I was forwared automtically to Corban International Inc through paypal.

I made the payment waited for it to clear (item cleared on January 24) and contacted the seller Fred Hess as to when the item was shipped (Feb 19th) he never replied so I decided to phone him, he said that he would look into it and send me an update he had to go to the post office and get a trace on it. Still no response or e-mail on the item.

I sent him and e-mail asking for an update and asked again for the status of this item and if I had no response, receive the item ordered or reimbursed for item not received my other option was going to report him and I also reminded him that this was a legal binding agreement. I couldn't believe the e-mail response he exact words "It must be in E-bay heaven and USPS hell!" What kind of a response is that? Now we this is March 2nd. I replied to him asking him to be reimbursed for the item.

He never replied or offered any refund to this item. Mar 25th I e-mail him stating that after several attempts to resovle this issue I saw that he had no intentions of holding up his end of the agreement and that I was going to report him if this issue was not resolved and that I was reimbursed.

He surprisingly answered this e-mail and said that I was being nasty that he did offer me a reimbursement (Not true I keep everything until my items are received) Not once did he offer this. He also said that my threats are a waste of his time and that he was no longer going to answer any of my e-mails.

I tried again with another e-mail stating that I was not trying to come off as nasty but just trying to get this resolved and telling him what my other options were if this wasn't resolved. Till this day no answer - we are now in April..

While printing out all my e-mails and getting information together for this report I found out the following about this Fred Hess:

Although my item is not a very expensive item $20.00 - it's the principal and if one looks at his record of hoping around using different user etc. How many other people has he done this to???

All I'm asking for if he cannot send me the item purchase I should be fully reimbursed for the item as well as the prepaid shipping costs.
