No shipment of item, one email over a week ago saying item would be shipped. No item

I ordered the shirt for my child on August 28th. I waited the 2 weeks the company asked before contacting them to inquire on status of shipment of item. No response until around August 22th, stating they had received information on orders coming from their supplier and the items would be shipped immediately upon receipt. I have received no other response when I replied to their email. I have emailed and phoned leaving message on their voicemail. No more response. I filed a claim through paypal for non receipt of item. September 8th will be 6 weeks since payment of item. I am starting to believe this website is scam and fraudulent. I simply want the item I ordered on a timely manner or to be refunded my money.
