False advertising

I bought a item off their site, the item said 2 disks bluray/dvd and the price is of what a set should be most of their used dvds are 5 and under. This set was 12.99. It also said 2 disk on my order form and on the paper I received when I got the item. I received a dvd case with the dvd only in it. No bluray and no bluray cover. I called them to replace it. They said "we dont do exchanges or replacements" What? They did ask me to send it back but then im out shipping costs. I just wanted the item I ordered how hard is that? I was also told that used on their site means it can be missing a disk. Thats not what the site says at all, the order form and item description on their site said 2 disks bluray/dvd not maybe one disk and it also said it had the cover and their site said 100% guarantee.
